My TE2 PIN on the plug might be Fd up. Does the top of the obd1 terminal come off to be replaced or would I have to cut the harness and wire all the wires to another one from scrap yard. ?
Also tried pulling codes off all track and 4runner and couldn't get them to blink in Acc key position. The 4runner blinked while running but didn't see a pattern. Just very fast single blinks.

There is no check connector to unplug to check engine codes.

The key needs to be in the ON position, not ACC to check codes.

You can remove specific pins in the DIAG box, it's just like any other connector. Easier even, because there's no lock to remove.
You do have to untape the bottom though.

Take a small jumper wire or a paper clip and connect terminals E1 and Te1. Then turn on the key and count the blinks

Yes
ALL OBDI Toyotas do and a lot of early OBDII. It's a small connector with a plastic cover that says DIAG on it.

Does the check engine light come on at all when you start it up?
If not you my have a power issue to the ECU, or a bad bulb

Or someone hacked into the obd connector for a tach signal

also the fast no-pattern blink means All Good, no codes.

The CEL goes on and off while driving. When I had the E1 TE1, TE2 terminals jumped the light was solid on no blinks.

if you jump E1 to Te1 that is read the codes, but E1 to Te2 is advanced mode

it may have a code stored even though it's not always on, you jump E1 and Te1 to retrieve any codes. And then I think is where you want to jump E1 to Te2 for advanced mode. then you drive it around like that and it will be more sensitive and give you a code if it see's it acting weird. ive never used it but I read about it in that link I posted.
that's for the 94 obd1, idk how similar the older ones are.

Ok, one more step done. On a whim I put my tester on the pins to see if I get anything. Tried key in all positions some positions E1 and TE1 the tester gets a reading. Tried key in all positions E1 to TE2 the tester gets no reading any key position so I think my TE2 pin is Fkd. Doesnt matter since I cant get the CEL to blink the code just solid light. So whatever it is its not saving anything. I think its a good idea to try a different year ECU. I have 91 engine+harness, 92 ECU so either a 91 or 93 ECU. I posted on WTB months ago but nothing, if anyone knows of anybody that has st185 ECUs laying around?

Oh and just realized theres a tiny little plug on the side of the OBDI plug, maybe thats the check connector the others were talking about I'll have to play with that if thats what it is.
