I'm upgrading/fixing my brother's sound system in his Subaru outback (4x6.5") for his birthday (well, I'm wiring, but my parents are paying for some of it), and we're looking at amps.

He really likes the focal speakers (he has good taste) and I found a closeout deal on last years models (50% off, 120 for MSRP 250), but they require a sustained 55 RMS at 4 ohms, and his head unit will never do that, so we're looking for amps. Crutchfield recommended the Rockford Fosgate Prime R400-4D to my dad, but I've never been crazy about them. I know many of you are much smarter about this stuff than me, opinions?

Just for clarification, here is a sample list of my brother's music habits:
Dr Dre, Daft Punk, Duran Duran, Eric Johnson, Jimi Hendrix, Depeche mode, Irish folk music. Quite literally everything except country/western and metal.

Just speakers? No subwoofer?

Does it have to be brand new? Futue plans for subwoofer? Does he have a good headunit already?

Well, my dad asked for input then just bought something. But yeah, just speakers no subwoofer and no plans for one

The 400-4 will do fine. I would reccomend setting all channels to highpass at around 30hz though (like a subsonic filter). It will keep those speakers alive for much longer and you will have less distortion.
