Its for when you turn your lights off, you can opt to leave the headlights up.

When you click the third time, it sends the signal to put the lights down.

Three clicks. First raises the headlights, second turns on parking lights and third the headlights.

No. the first reply is correct. It's for keeping your headlights "UP"
from "off"
Click UP once.... Nothing
Cluck up again... Parking lights
Click up again... Headlight buckets raise, lights turn on.
From "On"
Click Down once... lights turn off, parking lights stay illuminated (headlight buckets still up)
Click down again... parking lights turn off (headlight buckets still up)
click down again... buckets drop.

I was told this is for cold climates where the headlight buckets can freeze in place, so when it gets so cold, you just always leave them in the "up" position"

okay, guys, thanks. Looks like Bloodmoney may have it right...mine: 1st click nothing, 2nd park lites, 3rd heads pop up and on. I,m still trying to find why I have no dash lites. My only thought now is to trace a green wire up to instrument panel. This sound right?
And thank you Temperaceguy.

He's replying to the original poster's second post, in which fullmonte mentions he's trying to figure out why his dash lights don't work.
