This is on a 99 Buick Regal GS.

I noticed it start tonight on my lunch break.

It drives fine if i keep it out of boost, but when i get on it and start boosting it feels like my traction control is engaging and cutting fuel.

It will do this with the traction on and off.

Nothing has changed recently with the car. I did get gas today, but that was after i noticed the issue. I did almost run out of gas though (Fuel filter clogged?) and Earlier today i noticed what sounded like the wheel clapping like the Lugs were loose, but they were very tight when i checked them.

CEL is on. Will check codes again tomorrow.

This car is Supercharged, not turbo'd.

The way I remember the supercharger set up on the car, I don't see where you'd have boost leak. I'd check that CEL and see what codes you've got. My guess would be that you've got a sensor of some sort gone or going bad. You might have a fuel filter issue but I don't think it would act like that. I had a 96 Monte Carlo, same basic platform as the Regal and the filter, without a lift, was a pain in the ass to change. It was located in the center of the car. You can get to it but you've got to have the thing up in the air where you can get under it.
