ok so after looking online and elsewere no one makes a 2 row radiator for a 3rd gen so it seems im looking at 200-275 for a custom fabbed brass 2 row one from a radiator shop in town.

i guess this seems fair considering a new rad would be 150 by itself, though mine doesnt leak but its a small 1 row that only holds about a quart(more/less) of fluid.

the main question i have is the ct20 (which is way differnt than the ct20b) is water cooled and oil cooled, can i have a nipple welded on to the radiator as well to supply coolant from the radiator to the turbo directly?

edit: yes i looked to see if i could use another radiator from another car and none would work without some custom work of some sort.

Yep, you can have a nipple welded to the rad to supply coolant. That's how the ST165 is set up from the factory. On the ST185 they changed it and had a joiner pipe in the upper rad hoses with the fittings, and on the ST205 they moved the supply to the water neck off the head. So yeah, it doesn't matter too much where but the rad will work for sure.

ok thanks, i think thats how the 4runner radiator is setup but it wont work so i need to get one made.

should i get the nipple welded on the top tank or the bottom?

On the 165 it's at the top.
