If you are into these kind of kits, have a look at PIC microcontrollers they have PWM output and pulse length measurement. Im currently making a circuit to activate switchs at specified RPMs/view RPM which will be set/viewed on a 16x2 LCD screen..
If you dont necessarily want to buy this from jaycar just buy the article / plans from www.siliconchip.com.au and buy parts locally as i believe they originally designed this circuit..

Microchip PICs (http://www.microchip.com/stellent/idcplg?IdcService=SS_GET_PAGE&nodeId=74) You can program these in assembler or C

http://www.rev-ed.co.uk/picaxe What I use, you can program them in basic or assembler. These chips are actually the above Microchip PICs with 'bootstrap code' so that you can program them with ease..

e.g. To flash an LED on output pin 2 is this:

flashloop: high 2
pause 1000
low 2
pause 1000
goto flashloop

Anyway this probably isnt the place to be discussing microchips :ugh:

You would be able to make the unit at the cost of parts.

I still have to talk to him. I have access to a fairly decent electronics shop, but I am not guarunteed they'd have everything. Plus the shop isn't all that cheap.

That microchip stuff is way over my head! :)
