Mileage, papers, what he has done to it, has he run it, who he bought it from, wiring harness, AFM?

The valvecover has been painted, that doesn't bode well, but it isn't a horrible sign either. If he had it installed in a car, why isn't it in the car now?

The Silvertop 20v is a good engine. Numbers are numbers. It is difficult to say 'hey this engine has x horsepower, so it must be better than this engine that has y horsepower.'

But yes, the 20v is going to be 'faster' and 'more powerful' than your 4AFE.

but is it worth the 500 dollar price tag plus the price i pay to have her installed????

Judging by that picture, you're going to need a lot of costly parts; mainly ECU, AFM, and distributor (you can see parts of the harness there). Then add that to the cost of installation. I'm sure Colossus20v (http://www.celicatech.com/Colossus20v) will chime in tomorrow and say something about the silvertop.
