Yes, you have to take off the timing belt, and pull the Cam shaft gear off. the seal will be visible behind it.

You then have to use a puller to try and pick it out. The procedure is described in the BGB.

I'm going to do this myself soon, and im not looking forward to it. I'll bet it's going to be a very tough and stubourn seal to pull out after being lodged in there for a good 15-18 years.

Yeah you basically follow the timing belt procedure except that you also have to remove 1 or 2 depending on your engine camshaft timing gears. I did this on a 3sge (89 Celica GTS). The tricky part was getting the timing gear off the camshaft. On some engines you can remove the valve cover and there will be flats to grab and hold the camshaft while you loosen the bolt. An air impact gun and enough room will do the trick. At the time I rigged a chain wrench or chain whip using a piece of the old timing belt a 2x2 board and angle bracket to anchor the timing belt to the board.

Timing belt procedure for the 5sfe is here ( http://www.celicatech.com/93rmsour/1993/93celica/em/timin0.pdf) or the 3sgte here ( http://www.celicatech.com/93rmsour/1993/93celica/em/timin.pdf).
