Did you try a claybar?

If that doesn't work, just wet sand it off (use a fine grit), then follow up with rubbing compound.

maybe soak it with gas for about 5 mins then use a non abrasive non grit scrub pad and scrub.

From least aggressive (safest) to most aggressive. I'm twitchy about applying volatile organic compounds to my car's finish -- which is why we avoid washing our cars in gasoline. White paint is the hardest, but also the most difficult to fix if chemically damaged.

Claybar, followed by polish, followed by wax.

Goo Gone (there's a paint-safe version, can't remember what it looks like), followed by polish, followed by wax.

Rubbing compound, followed by polish, followed by wax.

Wetsand, followed by rubbing compound, followed by polish, followed by wax.

This spray cleaner called gum cutter does wonders on tire marks. Not sure what it will do on paint though because ive only ever used it on my garage floor.

Small car + 9-passenger wannabe bus that's basically lifted? Doable.

Or maybe it was a straight-up lifted SUV.
